This particular style was invented by the federal government as part of the 1961 Manual of Uniform Traffic Control Devices (MUTCD) for installation on overhead green guide signs. Certain states used the variety with buttons, others without the black border-of the 66 states, this style of sign with the thick border and wide numerals was most often found in New Mexico and Texas. This style was supplanted by the subsequent MUTCD of 1971, but several states still have surviving examples with various route numbers on them.
